Dr. Owens currently serves as Associate Secretary of Education for the Delaware Department of Education. Dr. Owens is a member of the Secretary of Education's senior leadership team and supervises a variety of departments including Career/Technical and Adult Education, the Delaware Interscholastic Athletic Association, Title I programs and both Informational and Educational Technology initiatives.
